Robert E. Ruggeri

Robert Ruggeri joined SUNY Counsel’s Office in 1994 and served as Managing Counsel from 2006-09.  Prior to joining SUNY, he practiced law with Rogers & Wells in Washington, DC and with the OECD in Paris and the European Union in Brussels.   He also was Deputy Director for Legal Affairs with the NYS Dept. of Environmental Conservation.   Mr. Ruggeri advises the University at Buffalo; SUNY Buffalo State; Brockport; Fredonia; Geneseo; and Alfred State.   His specialty areas include contracts, real property, and litigation.   A former Professor (Part-time) at Georgetown’s Law School, he teaches “Higher Education Law” at SUNY Albany.  He also served as the Chairman of the Board of Trustees of Schenectady County Community College.  He was a Fulbright Scholar and graduated from Union College and Antioch Law School (where he was Comments Editor of the Law Journal).
