Andrea Stagg is an Associate Counsel at the State University of New York’s Office of General Counsel in Albany, New York.She advises the SUNY Colleges at New Paltz, Oneonta, and Plattsburgh on all legal matters, and is the System-wide expert in Title IX compliance, state authorization, and intercollegiate athletics. Recently, she led SUNY through a Title IX compliance review by the Department of Education's Office for Civil Rights (OCR), including negotiating the resolution agreement.  Since the publication of the April 4, 2011 Dear Colleague Letter (DCL), Andrea has provided frequent in-person training to college and university employees all over New York on best practices for Title IX compliance, including training guidelines, student conduct implications, and the responsibilities for human resource professionals and law enforcement. She has also presented nationally to higher education professionals through virtual seminars about Title IX and the Violence Against Women Act.  Andrea is the author of two peer-reviewed NACUA Notes, including one breaking down the broad-based training requirements suggested by OCR in the DCL. She was also a member of the planning committee for NACUA's upcoming workshop on student sexual misconduct.

Andrea graduated with high honors from Rutgers University, where she taught a freshman workshop on law and leadership and organized annual model United Nations and Congress conferences for over 1200 high school students.  She received her law degree from The George Washington University Law School, where she was also Vice President of the Alternative Dispute Resolution Board.  Prior to joining SUNY, Andrea was a law clerk in the Office of the Senior Vice President and General Counsel and an Attorney Fellow at the University of Maryland University College.
