Penelope D. Ploughman

Penelope D. Ploughman, Ph.D., J.D., joined State University of New York's Office of the University Counsel as an Associate Counsel in April 1999. Prior to joining the Office of the University Counsel, she was in private practice in Albany, New York (1990-1999); was a Staff Attorney for the County of Albany 1998-1999); was Assistant Professor and Director of the Law & Society Program at Skidmore College (1990-1997); and was Assistant Appellate Court Attorney for the New York State Supreme Court Appellate Division, Third Department (1989-1990). Ms. Ploughman represents the SUNY Colleges at Canton, Cobleskill, Delhi, and Maritime. She graduated from the State University of New York (J.D. 1989; Ph.D. (Sociology) 1984; M.A. (Sociology) 1978; B.A. (Sociology) 1976). She is admitted to practice law in New York (1990), the Commonwealth of Massachusetts (1990), the United States District Court for the Northern District of New York (1990).
