Kelsey Wagner joined the Office of General Counsel in September 2023 as an Assistant Counsel at SUNY Upstate Medical University in Syracuse, New York. In this position Kelsey provides legal counsel to Upstate on hospital affairs and healthcare-related matters. Prior to joining the Office of General Counsel, Kelsey served as an associate attorney at Sugarman Law Firm, LLP in Syracuse, New York. Kelsey graduated from SUNY Geneseo in 2015 with a Bachelor of Arts. She earned her Master of Business Administration, magna cum laude, with a concentration in healthcare services from SUNY Oswego in 2017 and her juris doctor from Syracuse University College of Law in 2022. Kelsey is admitted to practice law in the State of New York and the U.S. District Court for the Northern District of New York.
