Martin Durkin is Chief Campus Counsel to The State University of New York Office of General Counsel at SUNY Upstate Medical University. In this role, Martin serves as the lead attorney in all aspects of the management and supervision of the SUNY Office of General Counsel (OGC) satellite office at SUNY Upstate Medical University and advises SUNY Upstate President Mantosh Dewan, MD, and other Upstate leaders regarding all legal matters related to the operation of SUNY Upstate, including its four Colleges and two Hospitals. In addition, he supervises the attorneys and legal staff assigned to Upstate's OGC office.
Since joining the SUNY Office of General Counsel in September of 2017, Martin has been actively involved in efforts to modernize SUNY Upstate's academic medical center funds flow and has been directly involved in the negotiation and documentation of various strategic initiatives. He has advised university on physician transactions, compliance with federal and state fraud and abuse laws, corporate practice of medicine prohibitions, patient privacy, telemedicine practice compliance, organ procurement and transplant policies, payor denials, public procurement and vendor contracting, and other discreet matters related to the day-to-day operation of an academic medical center and its affiliated entities.
Prior to joining SUNY, he was a partner at Pietragallo Gordon Alfano Bosick & Raspanti, LLP in Pittsburgh, Pennsylvania representing corporations, non-profit health systems and academic medical centers, ambulatory surgery centers, an organ procurement organization, physicians and physician practices in a wide variety of business, regulatory and transactional matters, including mergers and acquisitions. He also assisted in the representation of non-profit healthcare entities conducting internal investigations, managing government disclosures involving allegations of violations of fraud and abuse laws, conducting medical necessity audits and peer review proceedings. Additionally, Mr. Durkin previously served as Associate Counsel for the University of Pittsburgh Medical Center, Physician Services Division.
He holds a Juris Doctor degree from Widener University School of Law and a Bachelor of Arts degree from the University of Pittsburgh.
