The SUNY Apprenticeship Program (SAP) is made possible through appropriations in the New York State budget, with a portion administered in conjunction with the Empire State Development Office of Strategic Workforce Development.
In the NYS budget, SAP funding is designated for community colleges and Educational Opportunity Centers (EOCs), however required training for some trades or occupations, such as teacher, may only be offered at State-Operated campuses. Only in the circumstance that the local community college is not able to provide the required training for the specific trade sought, a State-Operated campus may receive access to SAP funds.
When the local community college is able to satisfy the training requirements requested by an employer sponsor, SAP funding will not be available for a State-Operated campus to offer training. The State-Operated campus may choose to support the apprenticeship initiative with an employer sponsor, however is not eligible for SAP reimbursement.
Beginning on May 1, 2024, a student support fund is available to provide critical, short-term assistance to individuals entering and currently in Registered Apprenticeships who are completing Related Instruction (RI) training at a SUNY college. This is to remove barriers to entry and ensure students persist and complete. Funding assists Registered Apprentices experiencing an unmet need or financial strain because of an unforeseen circumstance resulting in an inability to enter employment as Registered Apprentices or continue with Related Instruction.
Upon successful completion of a Community-Based Pre-Apprenticeship Training, participants are eligible for a stipend and considered prepared to enter an apprenticeship.
Funds are available for employers that hire SUNY Community-Based Pre-Apprenticeship Training Successful Completers and NYS Registered Apprentices completing Related Instruction at a SUNY college.

NOTE: if interested in a credit-based Pre-Apprenticeship training, separate approval is required prior to application.

*For Pre-Apprentices receiving badges email addresses are required on each completer’s training detail form.
Colleges are required to follow up with participants to report job placement three months after training completion. If the student received a stipend, see Step 5 below in the College Pre-Apprentice Stipends Process section.

Note: If a pre-apprentice becomes a Registered Apprentice the following process must be followed for that individual and a new, separate application/agreement must be submitted and executed.

*Only ONE Intake Form needs to be filled out per participant. In some cases the group sponsor completes the Intake Form, therefore this does not need to be repeated by the campus.
*For apprentices approved for $5,000 in need of additional funds to complete Related Instruction, this Apprenticeship Programs at SUNY Agreement Amendment form is completed by the campus and emailed to lead campus.
*If a A Registered Apprentice successfully completes an apprenticeship and receives a Journeyworker card and then begins a second Registered Apprenticeship, a second Intake should be completed and the lead campus notified.

1.) College completes Support Quote Template estimating projected student supports to be expended within six months including college 10% Project Management and emails to apprenticeship@suny.edu.

2.) Research Foundation for SUNY (RF) executes Purchase Order (PO) for the college.

3.) Student requests support from college. College confirms student is a Registered Apprentice and Apprentice Intake Form and NYSDOL Verification have been completed. See Step 4 in the Traditional College Funding Process, Apprentice Related Instruction section above for details.
